The Scottish Courts and Tribunals Service is a non-ministerial department established by the Judiciary and Courts (Scotland) Act 2008. Our statutory function is to provide administrative support to the Scottish Courts, devolved Tribunals and the Office of the Public Guardian (OPG). With over 1800 staff in Courts, Tribunals and business units based in some 50 locations across Scotland, we have an annual expenditure in excess of £150m.
An efficient and effective courts and tribunals system is one of the cornerstones of modern society. It allows people to assert their rights if they have been infringed; to be reassured that allegations of crime will be pursued fairly and openly; and to seek the support of the system at key points throughout their lives, should the need arise. In any modern society the administration of justice must be trusted by the people and organisations depending on it. It will only keep that trust if it keeps pace with society. The Scottish Courts and Tribunals Service touches the lives of many people across Scotland, administering justice the length and breadth of the country. We provide the environment in which justice is done – and seen to be done.
Our HR Team has 3 interlinked functions: People Strategy, Policy and Support; HR Operations and Organisational Development and Design. Our continuing organisational success depends on our people’s skills, commitment, professionalism and enthusiasm. We invest in the future of our people and give them the opportunity to develop their skills and build careers in an open, positive and collaborative working environment. We are committed to making the SCTS a great place to work, learn and develop. One of the main aims of the HR Unit is to support a skilled, diverse and motivated workforce, focusing on their performance, resilience and wellbeing, enabling the organisation to meet its other strategic priorities:
We value difference within our team and also recognise that we all have development opportunities so there are lots of different ways team members can access development and learning whether formal or informal. As a consequence of Covid-19 we had to accelerate our digital transformation agenda - it is a really exciting time to contribute and participate in new initiatives. Wellbeing underpins everything we do and we have a variety of employment policies to support people at different times in their working and personal lives. We also offer some great benefits that make up a great total reward package – job security, flexible working hours, Civil Service pension are key ones.
The values we observe and seek to promote in others are respect, service and excellence. To achieve them we follow three key behaviours in respect of each value:
Respect: Be courteous – cooperate, treat everyone with dignity and value diversity. Be open and fair: encourage good performance, give and receive constructive feedback, challenge and change inappropriate behaviour. Work as one team: lead and manage well; trust; empower and inspire each other.
Service: Deliver a professional service – get the basics right, recognise individual needs and manage information responsibly. Learn in all we do – build our skills and knowledge; respond to feedback and reflect on learning and experience to improve our service. Set an example – always do our best, share and explain what we do and show how it relates to our priorities, policies and values.
Excellence: Innovate – think creatively to find solutions, evaluate ideas and deliver continuous improvement. Collaborate – work with our customers and partners to share experience and lead change to improve the justice system. Be accountable – explain our plans and performance, understand the risk we face and make clear decisions that deliver improvement, sustainability and efficiency.

Before I joined SCTS in 2005 my longest appointment with any previous employer was 3 years - I am proud to have spent half on my HR career working in SCTS. I enjoy my role - everyday is different. Whether I am working in partnership with PCS, the trade union, the Executive Team, other Directors or business colleagues I know the HR team’s contributions are valued and we are making a difference! My personal values align with our corporate values and I am passionate about our organisational purpose which is to support access to justice. As Director, HR I lead a fantastic team and a vast number of exciting people projects which together with the implementation of our People Strategy make SCTS a great place to work and learn. I rely on team members to support me and have a “can do will do” attitude and come up with the ideas to make continuous improvements. Come and join our team and play a valued and important role in helping us to keep making our HR service a first class one!
I joined SCTS in 2008 after a variety of jobs and career changes at home and abroad! I started my HR career in SCTS as an HR Administrator and quickly developed a range of skills and formed good working relationships with colleagues in the HR Unit and across the business. I greatly value all the learning experiences I have had at SCTS which have supported my career journey including the opportunity to work full time whilst studying and completing my MSc in Human Resources Management. Over the last 13 years, I was successful in a number of development opportunities to HR Officer, Payroll and Administration Manager, Strategic Partner: Service Delivery and Senior HR Manager: HR Operations. Each role has brought new and exciting opportunities. My knowledge and understanding of our business has grown - I have enjoyed being an active participant in a number of internal and corporate projects and working closely with our trade union and the Executive Team. As a member of the HR Senior management team, I am passionate about leading our function and team well and adding value to the organisation through provision of an excellent HR service to our customers. I am privileged to be supported by a fantastic team of Payroll, Reward and HR Administration specialists. During Covid-19, the biggest challenge has been the lack of face to face interaction with my colleagues. However, I appreciate the flexibility of working from home which helps achieve a good work life balance and is just one of the many benefits of working for SCTS that I have realised over the years.
If you are passionate about making a difference, being part of a fantastic team and contributing to SCTS’ vision to build a stronger Courts and Tribunals Service focused on improving access to justice, a role in the HR Unit may be the job for you!
I recently joined SCTS and I am thoroughly enjoying working here – every day is challenging, rewarding and different, and the people I work with are enthusiastic and dedicated.
I work with a wide range of colleagues across the organisation, including the trade union PCS, the Executive Team, and colleagues across the operational business.
I lead teams in the Human Resources Unit, and lead on a variety of organisational-wide projects – we work to provide pragmatic solutions across the whole range of HR functions and specialisms, showing the real value HR can add to a business. HR in SCTS is vibrant, exciting and fast paced – if you fancy a new HR challenge in a supportive, flexible and forward-thinking environment, why don’t you join us and find out!
I was attracted to the security, flexibility and the family friendly policies that SCTS offer – these really appealed to me having a family to support. My expectations have been exceeded in this respect, especially given the difficulties we’ve all faced during the pandemic. I received an excellent induction when I joined SCTS in June 2019, I was able to meet lots of people across the business (including our CEO). Networking and learning from other managers face to face about their roles, being able to tell them about myself and to understand their needs and expectations set me off on what has been a very collaborative style of working. The approachability of people in SCTS, the excellent communication channels from our Executive team down and the achievements I have witnessed and contributed to since joining make me proud to be an SCTS employee. My role gives me considerable autonomy as a subject matter expert. Whilst I lead a team that receive excellent feedback from the business, I am also one of 6 HR Strategic Partners and we work very closely to ensure that our strategic aims and objectives are met. Having other subject matter experts to support me in my role means my work is always interesting, engaging and fulfilling. If you enjoy a challenge, lots of variety and the ability to make decisions in your role, then I’d recommend considering job opportunities seriously with us!
I heard about SCTS through word of mouth and joined on a temporary contract in July 2017. From the very beginning I was welcomed by my new colleagues in the Payroll and HR Administration team and I soon felt at ease to receive plenty of support to become successful in fulfilling my role.
Later an opportunity came to apply for a permanent role in my team. Being part of such an institution as SCTS is in serving Scotland, my closest colleagues, flexible working and pension plans, made the decision to apply easy, and I'm glad that I was successful in obtaining my current role as Payroll Officer. I find it a fulfilling role and with new interesting/exciting challenges so I highly encourage you consider a job opportunity with us in SCTS.
My journey with SCTS started in 2016 within the HR unit, as a HR Administrator on a fixed term contract. At the time securing employment with SCTS was about my passion for working in the HR, which was awakened during my undergraduate study.
When I came to the organization I did not know much about the detail of the operations, however I felt immediate pride to be considered for an employment with the Civil Service and be able to contribute to the smooth running of the Justice System in Scotland.
With time my passion for HR had grown and when I became a permanent member of the administration team I had applied to further my education and was successful in getting the full support from my HR Director to enable me to achieve postgraduate Diploma in HR along with the CIPD certificate. Safe to say, one of my dreams came true! My director, managers and colleagues were super supportive when I juggled work – life – study balance and having a very young child at the time; I could not have been more grateful for everything the organization had to offer to succeed on my journey.
SCTS ensures that all their employees have the tools to do their job effectively by providing the job relevant training required. I have personally benefited from several courses on our training platform when I was temporary promoted to the administration team manager where I could find training courses to enable me to carry out my responsibilities effectively as well as support my staff’s wellbeing which is at the heart of SCTS.
After working in the private sector for many years, joining SCTS was one of the best decisions I have made in my career. Since joining Human Resources in 2019, I have had the opportunity to network with colleagues from across the business and learn how much of an impact HR has on a day to day basis. Building relationships comes easy as all people within the business are approachable whether it is in meetings or just passing by in the corridor! Working from home during the pandemic was a huge change however we were provided with flexibility for us to be able to not only carry out our roles effectively but also a healthy work life balance which is incredibly important. SCTS provide you with many opportunities to develop both professionally and personally. During my time in SCTS I was able to achieve a promotion within HR and I could have not done this without the guidance, support and push for success without my colleagues and management encouragement. I am proud to work for SCTS and excited to see what the future brings to the organisation and Human Resources.
I have had the pleasure of working for SCTS for almost a year and it has been an extremely rewarding experience.
From the moment I started, I knew I had found a great place to be. Everyone was so welcoming and went out of their way to get to know me. The organisation invests a lot of time, energy and resources in their employees. It is great to feel appreciated for your contributions and I also like the encouragement to come up with new ideas. SCTS is focused on an improved culture for employees intended on benefitting us in and outside of the work place. We have a great support system. This is a strong team where everyone works together and wants to see each other succeed just as much as they want to personally. I think the inclusive and positive culture really enforces this teamwork. Not only does this benefit us but it benefits our users and the justice system as a whole.
My role as equality and diversity manager entails working really closely with colleagues across the board who passionately make a shared effort to ensure we can progress our equality outcomes to ensure a fair and equal access to justice for everyone.
The dignity and respect with which SCTS treats its employees comes from the top down and it is infectious. I look forward to my days work.
I Joined SCTS initially as a contractor in 2020 during the Covid-19 pandemic. My role was to assist with the implementation of the new People System. I was hesitant of taking on the role at first due to remote working and wasn’t sure how I would integrate with the team and build relationships through a PC monitor. Within a short period of time I realised my fears were unfounded. Every member of the team were welcoming and helped me settle into the organisation, everyone made themselves available to support where needed.
While working on the implementation project I gained knowledge of the future plans and vision of the HR department and they really appealed to me. When the opportunity arose to join SCTS on a permanent basis there was no hesitation this time and the decision was a “no brainer” This is a really exciting time to be part of the team.
SCTS and the HR Unit in particular make employees feel valued and not just a number. There is a real focus on the people. Personal development is encouraged with various training and learning opportunities. Flexibility and benefits are also a real plus point.
If you are looking for a challenge, thrive on working in a fast paced environment where you can positively influence change while working collaboratively as part of a cohesive team, then SCTS could be the place for you.
During my time on a fixed term contract I was encouraged by both the enthusiasm, commitment and dedication of those colleagues around me. From the onset I have believed that SCTS continually strives to improve its services and supports both employees and the wider justice systems wholeheartedly.
It was a very welcoming environment to come into, especially from my colleagues in HRU. I have always worked collaboratively, and it was good to see this was actively encouraged within HRU and the wider SCTS operations. I can see that employees are both challenged and yet supported at all times, which makes for an exceptional working environment. I can safely say that I enjoy working within this inclusive organisation, and would not hesitate to recommend SCTS as an employer of choice. Which is why, when the opportunity arose to apply for a permanent position I jumped at the chance. Taking up my new permanent position from a fixed term contract went smoothly and effortlessly. I also like to think each day is an opportunity to learn something new, and that is the case in SCTS
I would also highlight another reason for joining SCTS would be the security and benefits that are offered, which was also a big plus in my case.
